I using utf-8 to display vietnamese full test
Firt, i want to know is should to use utf-8 url? It is down SEO ?
Second, i have prolem about it. I like utf-8 url because it show full text but i want it non-full text too

I'm sorry that's not possible. You'll also be penalized by Google because the main algorithm is 1 page = 1 URL but your offer creates duplicated URLs.
